2 An act relating to the State Risk Management
3 Trust Fund; amending s. 284.01, F.S.; providing
4 construction; requiring the fund to insure the
5 property of certain hospital districts under
6 certain circumstances; providing for
7 application; providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Subsection (1) of section 284.01, Florida
12 Statutes, is amended to read:
13 284.01 State Risk Management Trust Fund; coverages to
14 be provided.--
15 (1) The State Risk Management Trust Fund shall insure
16 those properties designated in subsection (2) which are owned
17 by the state or its agencies, boards, or bureaus against loss
18 from fire, lightning, sinkholes, and hazards customarily
19 insured by extended coverage and loss from the removal of
20 personal property from such properties when endangered by
21 covered perils. For the purposes of this part, a hospital
22 district created by special act which owns or operates one or
23 more hospitals, nursing homes, or other health care facilities
24 shall be considered a state agency and its property shall be
25 considered owned by the state. The fund shall insure the
26 property of such a district in the same manner as property
27 owned by other state agencies, boards, or bureaus, upon the
28 request of such district and payment of the premiums for such
29 insurance. Furthermore, the fund may also insure the State
30 Regional Office Building located in the City of Jacksonville,
31 Duval County, including the parking facility owned by the City

1 of Jacksonville, since such building is jointly owned by the
2 State of Florida and the City of Jacksonville. The City of
3 Jacksonville shall be responsible for the payment of all
4 premiums charged by the fund to insure property owned by the
5 City of Jacksonville. Flood insurance shall be provided for
6 state-owned structures and contents designated in subsection
7 (2) to the extent necessary to meet self-insurance
8 requirements of the National Flood Insurance Program, as
9 prescribed in rules and regulations of the Federal Emergency
10 Management Agency in 44 C.F.R. parts 59, 60, and 74, effective
11 October 1, 1986.
12 Section 2. This act shall take effect July 1, 2003,
13 and shall apply to coverage effective May 1, 2004.
