17 Section 3. Paragraph (mm) is added to subsection (4)
18 of section 320.08056, Florida Statutes, to read:
19 320.08056 Specialty license plates.--
20 (4) The following license plate annual use fees shall
21 be collected for the appropriate specialty license plates:
22 (mm) Child Abuse Prevention and Intervention license
23 plate, $25.
24 Section 4. Subsection (39) is added to section
25 320.08058, Florida Statutes, to read:
26 320.08058 Specialty license plates.--
27 (39) CHILD ABUSE PREVENTION AND INTERVENTION LICENSE
28 PLATES.--
29 (a) The department shall develop a Child Abuse
30 Prevention and Intervention license plate as provided in this
31 section. The word "Florida" must appear at the top of the

1 plate, and the words "Stop Child Abuse" must appear at the
2 bottom of the plate.
3 (b) The annual use fees shall be distributed to the
4 Children's Home Society of Florida and the Florida Network of
5 Children's Advocacy Centers as follows: The first $90,000 in
6 annual use fees shall be equally divided between the two
7 organizations, to be used to pay start-up costs, including
8 costs incurred in developing and issuing the plates.
9 Thereafter, 50 percent of the proceeds shall be distributed to
10 the Children's Home Society of Florida, which must distribute
11 the funds proportionately to each of its divisions, to be used
12 for child abuse prevention programs. The other 50 percent of
13 the proceeds shall be distributed to the board of directors
14 of the Florida Network of Children's Advocacy Centers, Inc.,
15 who shall develop funding criteria and an allocation
16 methodology that ensures an equitable distribution of those
17 funds among network participant centers that meet the
18 standards set forth in s. 39.3035. The criteria and
19 methodologies shall take into account factors that include,
20 but need not be limited to, the center's accreditation status
21 with respect to the National Children's Alliance, the number
22 of clients served, and the population of the area being served
23 by the children's advocacy center.
24 (c) For the first 5 years in which the plate is
25 issued, a maximum of 20 percent of the fees collected may be
26 used for administrative costs directly associated with the
27 operation of the marketing and promotion of the plate. Ten
28 percent of the fees shall be allocated to the Children's Home
29 Society of Florida and 10 percent shall be allocated to the
30 Florida Network of Children's Advocacy Centers, Inc. Five
31 years after the date the first license plate is issued,

1 revenues from plate sales may not be used for marketing or
2 promoting the license plate.
