1 A bill to be entitled
2 An act relating to child welfare training
3 academies; amending s. 402.40, F.S.; requiring
4 the Department of Children and Family Services
5 to establish a curriculum of core competencies;
6 directing the department to competitively bid
7 the contract for the training curriculum;
8 providing for the training to be offered by the
9 training academies; directing the department to
10 competitively bid training academy contracts;
11 deleting a requirement that the Department of
12 Children and Family Services contract with
13 Tallahassee Community College for the operation
14 of one or more training academies; providing an
15 effective date.

17 Be It Enacted by the Legislature of the State of Florida:

19 Section 1. Present subsections (5) and (6) of section
20 402.40, Florida Statutes, are redesignated as subsections (6)
21 and (7), respectively, and are amended, and a new subsection
22 (5) is added to that section, to read:
23 402.40 Child welfare training.--
24 (5) CORE COMPETENCIES.--The Department of Children and
25 Family Services shall establish a curriculum of core
26 competencies that every dependency program staff member must
27 master before beginning work in the field. Notwithstanding the
28 provisions of s. 287.057(5) and (22), the department shall
29 competitively bid and contract with a single contractor for
30 the development, validation, and periodic evaluation of this
31 training curriculum.

1 (6)(5) ESTABLISHMENT OF TRAINING ACADEMIES.--The
2 department shall contract for the operation of one or more
3 training academies with Tallahassee Community College. The
4 number, location, and timeframe for establishment of
5 additional training academies shall be approved by the
6 Secretary of Children and Family Services. Each training
7 academy shall offer the curriculum of core competencies.
8 Training academies may offer other training to meet the needs
9 of dependency program staff members. In addition, the
10 department may contract with the training academies to provide
11 other curricula, including advanced training, training that is
12 specific to a region or a contractor, or training that meets
13 other needs. Notwithstanding the provisions of s. 287.057(5)
14 and (22), the department shall seek competitive bids for all
15 training academy contracts.
16 (7)(6) ADOPTION OF RULES.--The Department of Children
17 and Family Services shall adopt rules necessary to carry out
18 the provisions of this section.
19 Section 2. This act shall take effect upon becoming a
20 law.
