  1                      A bill to be entitled

  2         An act relating to education; creating the Care

  3         to Learn Program; providing purpose; requiring

  4         public schools to provide to parents, within a

  5         specified time after the parent's child enrolls

  6         in the school, certain information about the

  7         child's educational program; providing an

  8         effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11  

12         Section 1.  Care to Learn Program; creation; purpose;

13  requirements.--

14         (1)  The Care to Learn Program is created for the

15  purpose of promoting parental involvement and empowering

16  parents in all aspects of their children's educational

17  programs and service choices.

18         (2)  Within 30 days after a student enrolls in a public

19  school, the school shall provide the child's parents with the

20  following information:

21         (a)  What the parent should expect from the school and

22  the school district with respect to the student's being a

23  customer;

24         (b)  A copy of the school's parent and community

25  involvement policy;

26         (c)  Opportunities for the parent to volunteer in the

27  school;

28         (d)  The role of the parents in the school advisory

29  council;

30         (e)  Academic standards, class requirements, and

31  promotion requirements that the student is expected to meet;

 1         (f)  Tips for parents to help their children read;

 2         (g)  Supplemental services, both public and private,

 3  which are available to students who are not progressing on

 4  grade level;

 5         (h)  How course selection affects student progression

 6  and performance on the FCAT;

 7         (i)  How various accommodations for students who have

 8  disabilities can affect student progression and graduation and

 9  available accommodations for the FCAT, etc.;

10         (j)  The standards a student is expected to meet during

11  the school year; and

12         (k)  Information on public and private school choice

13  options.

14         Section 2.  This act shall take effect July 1, 2003.

17                          SENATE SUMMARY

18    Creates the Care to Learn Program. Provides the purpose
      of the program. Requires each public school to provide to
19    parents, within 30 days after their child enrolls in the
      school, certain information about the child's educational
