1 A bill to be entitled
2 An act relating to the Florida High School
3 Activities Association; repealing s. 1006.20,
4 F.S., relating to the Florida High School
5 Activities Association; amending ss. 1002.20
6 and 1002.42, F.S.; correcting cross-references
7 to conform; amending s. 1006.18, F.S.; deleting
8 a specified duty of the association, to
9 conform; requiring the Department of Education
10 to adopt safety standards for cheerleaders;
11 providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:
14
15 Section 1. Section 1006.20, Florida Statutes, is
16 repealed.
17 Section 2. Subsection (16) of section 1002.20, Florida
18 Statutes, is amended to read:
19 1002.20 K-12 student and parent rights.--K-12 students
20 and their parents are afforded numerous statutory rights
21 including, but not limited to, the following:
22 (16) ATHLETICS; PUBLIC HIGH SCHOOL.--
23 (a) Eligibility.--Eligibility requirements for all
24 students participating in high school athletic competition
25 must allow a student to be eligible in the school in which he
26 or she first enrolls each school year, or makes himself or
27 herself a candidate for an athletic team by engaging in
28 practice before enrolling, in accordance with the provisions
29 of s. 1006.20(2)(a).
30 (b) Medical evaluation.--Students must satisfactorily
31 pass a medical evaluation each year before participating in

1 athletics, unless the parent objects in writing based on
2 religious tenets or practices, in accordance with the
3 provisions of s. 1006.20(2)(d).
4 Section 3. Subsection (8) of section 1002.42, Florida
5 Statutes, is amended to read:
6 1002.42 Private schools.--
7 (8) ATHLETIC COMPETITION.--A private school may
8 participate in athletic competition with a public high school
9 in accordance with the provisions of s. 1006.20(1).
10 Section 4. Section 1006.18, Florida Statutes, is
11 amended to read:
12 1006.18 Cheerleader safety standards.--The Department
13 of Education Florida High School Activities Association or
14 successor organization shall adopt statewide uniform safety
15 standards for student cheerleaders and spirit groups that
16 participate in any school activity or extracurricular student
17 activity. The Department of Education Florida High School
18 Activities Association or successor organization shall adopt
19 the "Official High School Spirit Rules," published by the
20 National Federation of State High School Associations, as the
21 statewide uniform safety standards.
22 Section 5. This act shall take effect July 1, 2003.
