14 On page 1, between lines 23 and 24,

16 insert:
17 Section 2. Subsection (3) of section 290.00676,
18 Florida Statutes, is amended to read:
19 290.00676 Amendment of rural enterprise zone
20 boundaries.--Notwithstanding any other law, upon
21 recommendation by Enterprise Florida, Inc., the Office of
22 Tourism, Trade, and Economic Development may approve requests
23 to amend the boundaries of rural enterprise zones as defined
24 in s. 290.004(8). Boundary amendments authorized by this
25 section are subject to the following requirements:
26 (3) The local enterprise zone development agency must
27 request the amendment from Enterprise Florida, Inc., prior to
28 December 30, 2003 2001. The request must contain maps and
29 sufficient information to allow the office to determine the
30 number of noncontiguous areas and the total size of the rural
31 enterprise zone.

1 Section 3. Section 290,00679, Florida Statutes, is
2 created to read:
3 290.00679 Amendment to certain rural enterprise zone
4 boundaries.--Notwithstanding any other law, upon
5 recommendation by Enterprise Florida, Inc., the Office of
6 Tourism, Trade, and Economic Development may approve requests
7 to amend the boundaries of rural enterprise zones as defined
8 in s. 290.004(8). Boundary amendments authorized by this
9 section are subject to the following requirements:
10 (1) The amendment may increase the size of the rural
11 enterprise zone up to a maximum zone size of 20 square miles.
12 (2) For purposes of this section, the pervasive
13 poverty criterion may be set aside.
14 (3) The local enterprise zone development agency must
15 request the amendment from Enterprise Florida, Inc., before
16 December 31, 2003. The request must contain maps and
17 sufficient information to allow the office to determine the
18 total size of the rural enterprise zone.
19 Section 4. Enterprise zone designation for Escambia
20 County.--Escambia County may apply to the Office of Tourism,
21 Trade, and Economic Development for designation of one
22 enterprise zone within the county encompassing an area which
23 shall not exceed 20 square miles and shall have a contiguous
24 boundary or shall consist of not more than three noncontiguous
25 areas. The application must be submitted by December 31, 2003,
26 and must comply with the requirements of section 290.0055,
27 Florida Statutes, except section 290.0055(3), Florida
28 Statutes. Notwithstanding the provisions of section 290.0065,
29 Florida Statutes, limiting the total number of enterprise
30 zones designated and the number of enterprise zones within a
31 population category, the Office of Tourism, Trade, and

1 Economic Development may designate one enterprise zone under
2 this section. The Office of Tourism, Trade, and Economic
3 Development shall establish the initial effective date of the
4 enterprise zone designated pursuant to this section.

13 insert:
14 amending s. 290.00676, F.S.; extending the
15 deadline for requests to amend rural enterprise
16 zone boundaries; creating s. 290.00679, F.S.;
17 authorizing the amendment of the boundaries of
18 certain rural enterprise zones after
19 recommendation of Enterprise Florida, Inc., and
20 upon recommendation of the local development
21 agency; creating s. 290.00684, F.S.;
22 authorizing Escambia County to apply to the
23 Office of Tourism, Trade, and Economic
24 Development for designation of one enterprise
25 zone, notwithstanding certain limitations;
26 providing requirements with respect thereto;
