  1                      A bill to be entitled

  2         An act relating to the Department of Law

  3         Enforcement; requiring the department to

  4         conduct a study regarding the establishment of

  5         minimum standards for latent fingerprint

  6         examiners; providing purposes of the study;

  7         requiring a report; providing an effective

  8         date.

10  Be It Enacted by the Legislature of the State of Florida:

11  

12         Section 1.  (1) The Department of Law Enforcement shall

13  conduct a study regarding the establishment of minimum

14  standards for latent fingerprint examiners. The study shall:

15         (a) Examine currently available training for latent

16  fingerprint examiners;

17         (b) Determine which training providers offer training

18  and instruction that meets or exceeds the standards

19  established by the American Society of Crime Laboratory

20  Directors Laboratory Accreditation Board (ASCLD-LAB); and

21         (c) Determine whether such training can best be

22  provided through the department or through a law enforcement

23  agency other than the department.

24         (2)  The department shall provide a written report of

25  its findings and recommendations to the Governor, the

26  President of the Senate, and the Speaker of the House of

27  Representatives by July 1, 2004. 

28         Section 2.  This act shall take effect upon becoming a

29  law.
