1 Senate Memorial No. ____
2 A memorial to the Congress of the United
3 States, urging Congress to enact legislation to
4 revise the Social Security Act to provide for
5 the collection of retroactive child support
6 payments and reimbursement for attorney's fees
7 for parents or government agencies attempting
8 to collect such child support payments.

10 WHEREAS, the collection of past-due child support
11 payments from deadbeat parents is an expensive,
12 time-consuming, and difficult process, and
13 WHEREAS, many deadbeat parents receive payments under
14 the Social Security Act, 42 U.S.C. ss. 651 et seq., and
15 WHEREAS, payments for past-due child support and for
16 attorney's fees for the collection of past-due child support
17 to parents or government agencies should be deducted from
18 social security payments before social security payments are
19 made, and
20 WHEREAS, the Social Security Act should be amended to
21 permit the deduction of funds for the payment of past-due
22 child support and reimbursement for attorney's fees for the
23 collection of past-due child support to parents or government
24 agencies prior to the payment of social security funds to
25 recipients, and
26 WHEREAS, the Congress of the United States would be
27 doing a great service to many dependent children in this
28 country by revising the Social Security Act to provide for the
29 payment of past-due child support and reimbursement for
30 attorney's fees for the collection of past-due child support

2 funds, NOW, THEREFORE,

4 Be It Resolved by the Legislature of the State of Florida:
5
6 That the Congress of the United States is requested to
7 revise the Social Security Act to authorize the payment of
8 past-due child support payments and reimbursement of
9 attorney's fees to parents or government agencies for the
10 collection of past-due child support from funds payable under
11 the Social Security Act prior to payment of such funds to
12 social security recipients.
13 ?BE IT FURTHER RESOLVED that copies of this memorial be
14 dispatched to the President of the United States, to the
15 President of the United States Senate, to the Speaker of the
16 United States House of Representatives, and to each member of
17 the Florida delegation to the United States Congress.
