1 A bill to be entitled
2 An act relating to the Uninsured Task Force;
3 providing a legislative finding; creating the
4 Uninsured Task Force; providing for membership;
5 providing purposes and duties; requiring a
6 report; providing an effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. (1) The Legislature finds that many of our
11 state's hospitals are incurring millions of dollars in costs
12 for treating uninsured persons.
13 (2)(a) The Uninsured Task Force is established for the
14 purpose of investigating how to reduce the cost of treating
15 uninsured persons.
16 (b) The task force shall be comprised of one
17 representative each from:
18 1. The Orange County Medical Society.
19 2. The Florida Academy of Family Practitioners.
20 3. A faith-based health care provider.
21 4. A progress health maintenance organization.
22 5. The Central Florida Partnership on Health
23 Disparities.
24 6. The Department of Health.
25 7. The Association of Community Health Centers.
26 Hospital.
27 8. The Florida Chamber of Commerce.
28 9. The Emergency Management Service Organization.
29 10. Enterprise Florida, Inc.
30 11. The Florida Hospital Association.

1 The task force shall also include the Chief Financial Officer
2 for the Broward County Hospital and the Deputy Director of
3 Orange County.
4 (c) The task force shall develop innovative solutions
5 for treating the uninsured, reducing the caseloads in the
6 emergency rooms of our hospitals, and streamlining the
7 resources, treatment centers, community health centers, county
8 health clinics, and other health care facilities that treat
9 uninsured persons.
10 (3) The task force shall select a chair and shall meet
11 at the call of the chair but at least once each month. Members
12 of the task force shall serve without compensation but shall
13 be entitled to reimbursement for travel and per diem expenses
14 as provided in section 112.061, Florida Statutes.
15 (4) The task force shall develop solutions, make
16 recommendations, and report to the President of the Senate and
17 the Speaker of the House of Representatives at the beginning
18 of the 2004 Regular Session.
19 Section 2. This act shall take effect upon becoming a
20 law.
