  1                      A bill to be entitled

  2         An act relating to charitable youth

  3         organizations; authorizing municipalities,

  4         political subdivisions, and agencies to

  5         contract with charitable youth organizations

  6         for certain public service work; providing for

  7         contracts and award limit; providing an

  8         effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11  

12         Section 1.  Notwithstanding any provisions relating to

13  competitive bid procedures required pursuant to chapter 255 or

14  chapter 287, Florida Statutes, the governing body of any

15  municipality, political subdivision, or agency, except as

16  otherwise provided by law, is authorized to contract with a

17  not-for-profit charitable youth organization that meets the

18  qualifications of s. 501(c)(3) of the Internal Revenue Code,

19  as amended, and that is organized exclusively to provide

20  public service work such as highway and park maintenance by

21  at-risk youths enrolled in a work-study program. Contracts

22  shall be production-based and shall have a maximum annual

23  award limit of $250,000 for any municipality, political

24  subdivision, or agency. All such contracts shall be approved

25  by the governing body of the municipality or by authorized

26  agency personnel, as appropriate.

27         Section 2.  This act shall take effect upon becoming a

28  law.
