14 On page 16, between lines 23 and 24,

16 insert:
17 Section 10. Subsection (1) of section 373.2295,
18 Florida Statutes, is amended and subsection (14) is added to
19 that section to read:
20 373.2295 Interdistrict transfers of groundwater.--
21 (1) As used in this section, the term "interdistrict
22 transfer and use" means a consumptive water use that which
23 involves the withdrawal of groundwater from a point within one
24 water management district for use outside the boundaries of
25 that district, but does not include a withdrawal and use
26 within the same county.
27 (14) In case of withdrawal of groundwater from a point
28 within one water management district for use outside the
29 boundaries of that district but within the same county, the
30 provisions of subsections (4), (11), and (13) shall apply, and
31 the district considering a permit application for such a

1 consumptive use shall apply the applicable provisions of this
2 chapter, and its rules to the withdrawal and use.
3 Section 11. Any agreements between water management
4 districts entered into before the effective date of this act
5 pursuant to section 373.046, Florida Statutes, authorizing the
6 issuance of permits for the interdistrict withdrawal and use
7 of water within a county are validated and shall continue in
8 effect until otherwise rescinded.

15 On page 2, line 13, after the semicolon,

17 insert:
18 amending s. 373.2295, F.S.; redefining the term
19 "interdistrict transfer and use" to exclude
20 transfers of water within a single county;
21 providing for criteria for the issuance of
22 permits for transfer of water from one water
23 management district to another within a single
24 county; validating and providing continued
25 effect of agreements between water management
26 districts which were entered into before the
27 effective date of the act;
