14 On page 3, between lines 5 and 6,

16 insert:
17 Section 2. Subsection (1) of section 373.2295, Florida
18 Statutes, is amended to read:
19 373.2295 Interdistrict transfers of groundwater.--
20 (1) As used in this section, the term "interdistrict
21 transfer and use" means a consumptive water use that which
22 involves the withdrawal of groundwater from a point within one
23 water management district for use outside the boundaries of
24 that district, but does not include a withdrawal and use
25 within the same county. In case of withdrawal of groundwater
26 from a point within one water management district for use
27 outside the boundaries of that district but within the same
28 county, the provisions of subsections (4), (11), and (13)
29 shall apply, and the district considering a permit application
30 for such a consumptive use shall apply the applicable
31 provisions of this chapter, and its rules, to the withdrawal

2 Section 3. Any agreements between water management
3 districts entered into before the effective date of this act
4 pursuant to section 373.046, Florida Statutes, authorizing the
5 issuance of permits for the interdistrict withdrawal and use
6 of water within a county are validated and shall continue in
7 effect until otherwise rescinded.

17 amending s. 373.2295, F.S.: redefining the term

21 entered into before the effective date of the
22 act;
