1 A bill to be entitled
2 An act relating to the community college
3 employment equity accountability program;
4 amending s. 1012.86, F.S.; revising provisions
5 relating to goals and objectives for diversity;
6 providing an effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Subsection (1) of section 1012.86, Florida
11 Statutes, is amended to read:
12 1012.86 Community college employment equity
13 accountability program.--
14 (1) Each community college shall include in its annual
15 equity update a plan for increasing the representation of
16 women and minorities in senior-level administrative positions
17 and in full-time faculty positions, and for increasing the
18 representation of women and minorities who have attained
19 continuing-contract status. Positions shall be defined in the
20 personnel data element directory of the Department of
21 Education. The plan must include specific measurable goals and
22 objectives, specific strategies and timelines for
23 accomplishing these goals and objectives, and comparable
24 national standards as provided by the Department of Education.
25 The goals and objectives for diversity among persons in
26 executive, administrative, managerial, and faculty positions
27 shall be based on meeting or exceeding comparable national
28 standards. The goals and objectives for diversity of faculty
29 with continuing-contract status shall mirror the pool of
30 persons hired in eligible continuing-contract faculty
31 positions 4 years prior to the goals assessment date. Goals

1 and objectives and shall be reviewed and recommended by the
2 State Board of Education as appropriate. Such plans shall be
3 maintained until appropriate representation has been achieved
4 and maintained for at least 3 consecutive reporting years.
5 Section 2. This act shall take effect upon becoming a
6 law.
