21 purpose and contents of the manual and
22 requirements with respect thereto; requiring
23 the Department of Environmental Protection to
24 adopt the manual by rule by a specified date;
25 providing program requirements for public water
26 supply utilities that choose to design a
27 comprehensive water conservation program based
28 on the water conservation guidance manual;

10 West Coast Regional Water Supply Authority from
11 seeking permits from the South Florida Water
12 Management District for the consumptive use of
13 water from groundwater in a specified area;
14 amending s. 373.0361, F.S.; providing for a
15 public workshop on the development of regional
16 water supply plans that include the
17 consideration of population projections;
18 providing for a list of water source options in
19 regional water supply plans; providing
20 additional regional water supply plan
21 components; including conservation measures in
22 regional water supply plans; revising specified
23 reporting requirements of the Department of
24 Environmental Protection; providing that a
25 district water management plan may not be used
26 as criteria for the review of permits for
27 consumptive uses of water unless the plan or
28 applicable portion thereof has been adopted by
29 rule; providing construction; amending s.
