  1                      A bill to be entitled

  2         An act relating to school districts; requiring

  3         the Department of Education to implement a

  4         mandate reduction program; providing for school

  5         districts that meet certain goals established

  6         by the department to be granted an exemption

  7         from state-mandated requirements identified by

  8         the department and approved by the Legislature;

  9         requiring the department to adopt rules;

10         providing an effective date.

12  Be It Enacted by the Legislature of the State of Florida:

13  

14         Section 1.  The Department of Education shall develop

15  and implement a mandate reduction program for school districts

16  that meet designated goals and criteria established by the

17  department concerning cost savings and fiscal responsibility.

18  With prior approval of the Legislature, if a school district

19  meets the designated goals and criteria established by the

20  department, the school district shall be granted an exemption

21  from state-mandated requirements identified by the department.

22  The Department of Education shall adopt rules to administer

23  this section.

24         Section 2.  This act shall take effect July 1, 2003.
