  1                      A bill to be entitled

  2         An act relating to educational personnel;

  3         amending s. 1012.991, F.S.; authorizing the

  4         Commissioner of Education to withhold

  5         certification or recertification of educational

  6         personnel from states that do not have

  7         qualifications for certification comparable to

  8         those in this state; requiring the commissioner

  9         to certify educational personnel within a

10         specified period; providing an effective date.

12  Be It Enacted by the Legislature of the State of Florida:

13  

14         Section 1.  Section 1012.991, Florida Statutes, is

15  amended to read:

16         1012.991  Commissioner designated official.--

17         (1)  For the purposes of the agreement set forth in

18  Article IX, the "designated state official" for this state

19  shall be the Commissioner of Education. Except as otherwise

20  provided in this section, the Commissioner of Education shall

21  enter into contracts pursuant to Article III of the agreement

22  only with the approval of the specific texts thereof by the

23  State Board of Education.

24         (2)  The Commissioner of Education may withhold

25  certification, or renewal of certification, of educational

26  personnel from any state that he or she finds, with the

27  approval of the State Board of Education, does not have

28  programs of education, certification standards, or other

29  acceptable qualifications that assure preparation or

30  qualification of educational personnel on a basis that is

 1  comparable to the qualifications for certification in this

 2  state.

 3         (3)  Except as provided in subsection (2), the

 4  Commissioner of Education shall take all necessary steps to

 5  certify educational personnel from all states within 90 days

 6  after this act becomes a law.

 7         Section 2.  This act shall take effect upon becoming a

 8  law.
