  1                      A bill to be entitled

  2         An act relating to educational personnel;

  3         amending s. 1012.56, F.S.; revising the

  4         requirements for mastery of general knowledge,

  5         mastery of subject area knowledge, and mastery

  6         of professional preparation and education

  7         competence for a valid standard teaching

  8         certificate issued by another state; providing

  9         an effective date.

11  Be It Enacted by the Legislature of the State of Florida:

12  

13         Section 1.  Subsections (3), (4), and (5) of section

14  1012.56, Florida Statutes, are amended to read:

15         1012.56  Educator certification requirements.--

16         (3)  MASTERY OF GENERAL KNOWLEDGE.--Acceptable means of

17  demonstrating mastery of general knowledge are:

18         (a)  Achievement of passing scores on basic skills

19  examination required by state board rule;

20         (b)  Achievement of passing scores on the College Level

21  Academic Skills Test earned prior to July 1, 2002;

22         (c)  A valid standard teaching certificate issued by

23  another state that requires an examination of mastery of

24  general knowledge; or

25         (d)  A valid standard teaching certificate issued by

26  another state and valid certificate issued by the National

27  Board for Professional Teaching Standards.; or

28         (e)  A valid standard teaching certificate issued by

29  another state and documentation of 2 years of continuous

30  successful full-time teaching or administrative experience

 1  during the 5-year period immediately preceding the date of

 2  application for certification.

 3         (4)  MASTERY OF SUBJECT AREA KNOWLEDGE.--Acceptable

 4  means of demonstrating mastery of subject area knowledge are:

 5         (a)  Achievement of passing scores on subject area

 6  examinations required by state board rule;

 7         (b)  Completion of the subject area specialization

 8  requirements specified in state board rule and verification of

 9  the attainment of the essential subject matter competencies by

10  the district school superintendent of the employing school

11  district or chief administrative officer of the employing

12  state-supported or private school for a subject area for which

13  a subject area examination has not been developed and required

14  by state board rule;

15         (c)  Completion of the graduate level subject area

16  specialization requirements specified in state board rule for

17  a subject coverage requiring a master's or higher degree and

18  achievement of a passing score on the subject area examination

19  specified in state board rule;

20         (d)  A valid standard teaching certificate issued by

21  another state that requires an examination of mastery of

22  subject area knowledge; or

23         (e)  A valid standard teaching certificate issued by

24  another state and valid certificate issued by the National

25  Board for Professional Teaching Standards.; or

26         (f)  A valid standard teaching certificate issued by

27  another state and documentation of 2 years of continuous

28  successful full-time teaching or administrative experience

29  during the 5-year period immediately preceding the date of

30  application for certification.

 1         (5)  MASTERY OF PROFESSIONAL PREPARATION AND EDUCATION

 2  COMPETENCE.--Acceptable means of demonstrating mastery of

 3  professional preparation and education competence are:

 4         (a)  Completion of an approved teacher preparation

 5  program at a postsecondary educational institution within this

 6  state and achievement of a passing score on the professional

 7  education competency examination required by state board rule;

 8         (b)  Completion of a teacher preparation program at a

 9  postsecondary educational institution outside Florida and

10  achievement of a passing score on the professional education

11  competency examination required by state board rule;

12         (c)  A valid standard teaching certificate issued by

13  another state that requires an examination of mastery of

14  professional education competence;

15         (d)  A valid standard teaching certificate issued by

16  another state and valid certificate issued by the National

17  Board for Professional Teaching Standards;

18         (e)  A valid standard teaching certificate issued by

19  another state and documentation of 2 years of continuous

20  successful full-time teaching or administrative experience

21  during the 5-year period immediately preceding the date of

22  application for certification;

23         (e)(f)  Completion of professional preparation courses

24  as specified in state board rule, successful completion of a

25  professional education competence demonstration program

26  pursuant to paragraph (7)(b), and achievement of a passing

27  score on the professional education competency examination

28  required by state board rule; or

29         (f)(g)  Successful completion of a professional

30  preparation alternative certification and education competency

31  program, outlined in paragraph (7)(a).

 1         Section 2.  This act shall take effect upon becoming a

 2  law.

 4          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
 5                         Senate Bill 2380

 6                                 

 7  The committee substitute provides that an acceptable means of
    demonstrating general and subject area knowledge and
 8  professional competence for educator certification is:

 9  Holding a valid standard teaching certificate from another
    state; or
10  
    Holding a valid certificate from the National Board for
11  Professional Teaching Standards.

12  The committee substitute deletes the provisions related to the
    Commissioner of Education's authority for certification of
13  educational personnel from other states.
