  1                      A bill to be entitled

  2         An act relating to health insurance;

  3         authorizing small business employers to

  4         contract with the Department of Management

  5         Services to purchase coverage in the state

  6         group health insurance plan for their

  7         employees; providing procedures; requiring

  8         recordkeeping by the department; providing an

  9         effective date.

11  Be It Enacted by the Legislature of the State of Florida:

12  

13         Section 1.  Small employer health insurance; state

14  group health insurance plan.--

15         (1)  Effective July 1, 2003, a small employer, as

16  defined in section 627.6699, Florida Statutes, may contract

17  with the Department of Management Services in order to

18  purchase coverage in the state group health insurance plan for

19  the employer and the employer's eligible employees and the

20  dependents of such employees, as defined in section 627.6699,

21  Florida Statutes. Each small employer who participates in the

22  state group health insurance plan shall collect the employee

23  contribution, in the form of a payroll deduction or other

24  remuneration, from each qualified employee as required by the

25  department by rule. The employer shall also make the required

26  contributions that will be applied toward the cost of the

27  monthly premiums and shall pay an annual administrative fee of

28  not less than $5 per enrollee per month, as determined by the

29  department. The individual employer shall determine the

30  employee's proportionate contribution to the monthly premium.

 1         (2)  The Department of Management Services shall

 2  maintain a separate accounting for all records of small

 3  employers who elect coverage under this section, including all

 4  statistical information necessary for making actuarial

 5  assumptions for the group.

 6         Section 2.  This act shall take effect July 1, 2003.
