and 320.08058, F.S.; creating a Child Abuse Prevention and |

Intervention license plate; providing for the distribution |

of annual use fees received from the sale of such plates; |

providing an effective date. |

Be It Enacted by the Legislature of the State of Florida: |

|
|

|
Section 1. Paragraph (mm) is added to subsection (4) of |
11
|
section 320.08056, Florida Statutes, to read: |
12
|
320.08056 Specialty license plates.-- |
13
|
(4) The following license plate annual use fees shall be |
14
|
collected for the appropriate specialty license plates: |
15
|
(mm) Child Abuse Prevention and Intervention license |
16
|
plate, $25. |

Section 2. Subsection (39) is added to section 320.08058, |

Florida Statutes, to read: |

(39) CHILD ABUSE PREVENTION AND INTERVENTION LICENSE |
21
|
PLATES.-- |

|
(a) The department shall develop a Child Abuse Prevention |
23
|
and Intervention license plate as provided in this section. The |
24
|
word "Florida" must appear at the top of the plate, and the |
25
|
words "Stop Child Abuse" must appear at the bottom of the plate. |

|
(b) The annual use fees shall be distributed to the |
27
|
Children's Home Society and the Florida Network of Children's |
28
|
Advocacy Centers as follows: The first $90,000 in annual use |
29
|
fees shall be equally divided between the two organizations to |
30
|
be used to pay start-up costs, including costs incurred in |
31
|
developing and issuing the plates. Thereafter, 50 percent of the |
32
|
proceeds shall be distributed to the Children's Home Society of |
33
|
Florida, which must distribute the funds proportionately to each |
34
|
of its divisions, to be used for child abuse prevention |
35
|
programs. The other 50 percent of the proceeds shall be |
36
|
distributed to the Florida Network of Children's Advocacy |
37
|
Centers which must distribute the funds proportionately to its |
38
|
member centers to fund child abuse intervention programs. |

|
Section 3. This act shall take effect July 1, 2003. |
