2 A joint resolution proposing the creation of
3 Section 8 of Article IX of the State
4 Constitution, relating to education, to allow
5 public school teachers in kindergarten through
6 grade 12 to choose between joining a union for
7 collective bargaining purposes or accepting a
8 state salary established by the Legislature.

10 Be It Resolved by the Legislature of the State of Florida:

12 That the following addition of Section 8 to Article IX
13 of the State Constitution is agreed to and shall be submitted
14 to the electors of this state for approval or rejection at the
15 next general election or at an earlier special election
16 specifically authorized by law for that purpose:
17 ARTICLE IX
18 EDUCATION
19 SECTION 8. Teachers' salaries.--Each teacher who
20 teaches in kindergarten through grade 12 in a public school in
21 this state may choose either to accept a salary that the
22 legislature annually establishes statewide or to join a union
23 that seeks to establish salaries for its members through
24 collective bargaining.
25 BE IT FURTHER RESOLVED that the following statement be
26 placed on the ballot:
27 CONSTITUTIONAL AMENDMENT
28 ARTICLE IX, SECTION 8
29 TEACHERS' SALARIES.--Proposing an amendment to the
30 State Constitution to allow public school teachers in
31 kindergarten through grade 12 to choose to accept a salary set
