11  The Committee on Finance and Taxation recommended the
12  following amendment:

14         Senate Amendment 
15         On page 3, lines 19-22, delete those lines
16  
17  and insert:  reinsurer. All commercial residential excess
18  policies and all deductible buy-back policies that, based on
19  sound actuarial principles, require individual ratemaking,
20  shall be excluded by rule if the actuarial soundness of the
21  fund is not jeopardized. For this purpose, the term "excess
22  policy" means a policy that provides insurance protection for
23  large commercial property risks and that provides a layer of
24  coverage above a primary layer insured by another insurer.
