  1                      A bill to be entitled

  2         An act relating to enterprise zones;

  3         authorizing certain counties to apply to the

  4         Office of Tourism, Trade, and Economic

  5         Development to amend existing enterprise zones

  6         under specified conditions and in accordance

  7         with certain criteria; providing an effective

  8         date.

10  Be It Enacted by the Legislature of the State of Florida:

11  

12         Section 1.  Notwithstanding any provision of section

13  290.0055, Florida Statutes, regarding the size of an

14  enterprise zone, a county as defined in section 125.011(1),

15  Florida Statutes, may apply to the Office of Tourism, Trade,

16  and Economic Development before October 1, 2003, to amend the

17  boundary lines of its existing enterprise zone in order to add

18  an area not exceeding 5 square miles. The area proposed for

19  addition to the enterprise zone under this section must be

20  contiguous to a portion of the existing enterprise zone and

21  must be part of a revitalization area that has been targeted

22  for assistance by the county. The area proposed for addition

23  to the enterprise zone also must contain a zoo and the county

24  must have previously completed a master plan for development

25  of the area. The Office of Tourism, Trade, and Economic

26  Development shall approve an amendment to the enterprise zone

27  boundary lines, effective January 1, 2004, provided that the

28  area proposed for addition to the enterprise zone is

29  consistent with the criteria and conditions imposed by section

30  290.0055, Florida Statutes, for the establishment of

31  enterprise zones, including the requirement that the area

 1  suffer from pervasive poverty, unemployment, and general

 2  distress.

 3         Section 2.  This act shall take effect July 1, 2003.
