  1                      A bill to be entitled

  2         An act relating to the University of Florida

  3         IFAS State 4-H Program; providing for the

  4         implementation of a youth development program;

  5         providing for new positions; providing an

  6         appropriation; providing an effective date.

  7  

  8  Be It Enacted by the Legislature of the State of Florida:

  9  

10         Section 1.  (1)  The University of Florida IFAS State

11  4-H Program shall implement a youth development practices

12  program to keep 4-H faculty current in IFAS disciplines and

13  national youth development research.

14         (2)  The following youth development faculty positions

15  to support statewide programming are created:

16         (a)  Two extension and research faculty positions in

17  core competency areas, such as volunteer development, staff

18  development, youth development, program development, or

19  resource development.

20         (b)  Five multicounty faculty positions to support

21  existing 4-H programs.

22         (3)  Training shall be provided to state and county 4-H

23  faculty in core competencies and best practices of youth

24  development.

25         (4)  An annual program progress report, including

26  program evaluation data, shall be provided to the President of

27  the Senate and the Speaker of the House of Representatives by

28  the State 4-H Program.

29         Section 2.  The sum of $950,000 is appropriated to the

30  University of Florida IFAS State 4-H Program to fund the

 1  positions created and to implement the provisions of this

 2  section for the 2003-2004 fiscal year.

 3         Section 3.  This act shall take effect July 1, 2003.
