1 A bill to be entitled
2 An act relating to speciality license plates;
3 amending ss. 320.08056 and 320.08058, F.S.;
4 creating the Family First license plate;
5 providing for the distribution of annual use
6 fees received from the sale of such plates;
7 providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (mm) is added to subsection (4)
12 of section 320.08056, Florida Statutes, to read:
13 320.08056 Specialty license plates.--
14 (4) The following license plate annual use fees shall
15 be collected for the appropriate specialty license plates:
16 (mm) Family First license plate, $25.
17 Section 2. Subsection (39) is added to section
18 320.08058, Florida Statutes, to read:
19 320.08058 Specialty license plates.--
20 (39) FAMILY FIRST LICENSE PLATES.--
21 (a) The department shall develop a Family First
22 license plate as provided in this section. The word "Florida"
23 must appear at the top of the plate, and the words "Family
24 First" must appear at the bottom of the plate.
25 (b) The annual use fees shall be distributed to Family
26 First to fund programs, projects, seminars, events, and family
27 resources that promote principles for building marriages,
28 guiding parents and single parents, and raising children.
29 Family First shall retain all revenues from the sale of the
30 plate until all startup costs for developing and establishing
31 the plate have been recovered. Up to 5 percent of the funds

1 received by Family First may be expended for administrative
2 costs directly associated with the operations of Family First.
3 Up to 20 percent of the funds received by Family First may be
4 expended for promotion and marketing of the license plate.
5 Family First may expend all remaining funds for programs.
6 Section 3. This act shall take effect July 1, 2003.

COMMITTEE SUBSTITUTE FOR

11 The committee substitute removes from the bill, the creation
of the Professional Firefighters specialty license plate and
12 the re-designation of the following specialty license plates
as "limited-issue" specialty license plates: Members of
13 National Guard and active United States Armed Forces
reservists; former prisoners of war; survivors of Pearl
14 Harbor; and Purple Heart medal recipients.
