  1                      A bill to be entitled

  2         An act relating to public access to records

  3         relating to aquifer storage and recovery wells

  4         and other underground injection control

  5         programs; creating s. 403.0879, F.S.; requiring

  6         semiannual reports by the Department of

  7         Environmental Protection regarding aquifer

  8         storage and recovery wells and other

  9         underground injection control programs;

10         providing requirements for the report;

11         providing an effective date.

13  Be It Enacted by the Legislature of the State of Florida:

14  

15         Section 1.  Section 403.0879, Florida Statutes, is

16  created to read:

17         403.0879  Reports on aquifer storage and recovery wells

18  and other underground injection control programs.--The

19  department shall publish on its public website, no later than

20  60 days following the end of the 6th and 12th month of each

21  calendar year, a report containing cumulative statistics on

22  the usage of Florida's aquifers for the state's aquifer

23  storage and recovery wells and other underground injection

24  control programs. Such report shall include, at a minimum:

25         (1)  The number of wells permitted, by type.

26         (2)  The permit numbers for all permitted wells, the

27  applicant or operator, the date of application, and the date

28  of issuance for each permit.

29         (3)  The injection zone, depth, and permitted flow rate

30  for each permitted well.

 1         (4)  The location, including county, of every such

 2  well, and statistics attesting to the verified recovery rate

 3  in the case of aquifer storage and recovery wells.

 4         (5)  The classification of treatment such water

 5  received prior to injection, the source of such injected

 6  water, the amount of injected water, and the amount of water

 7  recovered during each operational cycle.

 9  The requirements of this section shall include information on

10  all injection wells as defined in subsection 62-528.200(37),

11  F.A.C., which are used to inject any amount of water. Included

12  in this definition are test injection wells as defined in

13  subsection 62-528.200(58), F.A.C., which are used to inject

14  any amount of water.

15         Section 2.  This act shall take effect July 1, 2003.
