11  Senator Sebesta moved the following amendment:
12  
13         Senate Amendment (with title amendment) 
14         On page 99, between lines 23 and 24,
15  
16  insert:  
17         Section 49.  Subsection (8) of section 332.007, Florida
18  Statutes, is amended to read:
19         332.007  Administration and financing of aviation and
20  airport programs and projects; state plan.--
21         (8)  Notwithstanding any other provision of law to the
22  contrary, the department is authorized to provide operational
23  and maintenance assistance to publicly owned public-use
24  airports. Such assistance shall be to comply with enhanced
25  federal security requirements or to address related economic
26  impacts from the events of September 11, 2001. For projects in
27  the current adopted work program, or projects added using the
28  available budget of the department, airports may request the
29  department change the project purpose in accordance with this
30  provision notwithstanding the provisions of s. 339.135(7). For
31  purposes of this subsection, the department may fund up to 100

 1  percent of eligible project costs that are not funded by the
 2  Federal Government. Prior to releasing any funds under this
 3  section, the department shall review and approve the
 4  expenditure plans submitted by the airport. The department
 5  shall inform the Legislature of any change that it approves
 6  under this subsection. This subsection shall expire on June
 7  30, 2007 2004.
