14 On page 99, between lines 23 and 24,

16 insert:
17 Section 49. Subsection (16) is added to section
18 337.11, Florida Statutes, to read:
19 337.11 Contracting authority of department; bids;
20 emergency repairs, supplemental agreements, and change orders;
21 combined design and construction contracts; progress payments;
22 records; requirements of vehicle registration.--
23 (16) Department procurements under this section are
24 exempt from the transaction fees imposed by contract, rule, or
25 statute for MyFloridaMarketPlace.com or any successor Internet
26 procurement system.
