18         Section 41.  Section 339.61, Florida Statutes, is
19  created to read:
20         339.61 Florida Strategic Intermodal System; Legislative
21  findings, declaration, and intent.--
22         (1)  There is hereby created the Florida Strategic
23  Intermodal System.
24         (2)  The Legislature finds that increasing demands are
25  continuing to be placed on the state's transportation system
26  by a fast-growing economy, continued population growth, and
27  projected increases in freight movement, international trade,
28  and tourism. The Legislature also finds that the state's
29  growing regional and intercity economic centers will increase
30  the demand for interregional and intercity travel and that the
31  evolving service-based and information-based industries will

SENATE AMENDMENT Bill No. CS for CS for SB 2658 Amendment No. ___ Barcode 924872 1 change the type of transportation system that business and 2 industry demand, increasing the importance of speed and 3 reliability. The Legislature further finds that our 4 transportation system must be designed and operated in such a 5 way that it preserves the abundance of natural and manmade 6 amenities that have been so successful in attracting new 7 residents, businesses, and tourists to this state. Therefore, 8 the Legislature declares that the designation of a strategic 9 intermodal system, composed of facilities and services of 10 statewide and interregional significance, will efficiently 11 serve the mobility needs of Florida's citizens, businesses, 12 and visitors and will help Florida become a worldwide economic 13 leader, enhance economic prosperity and competitiveness, 14 enrich quality of life, and reflect responsible environmental 15 stewardship. To that end, it is the intent of the Legislature 16 that the Strategic Intermodal System consist of transportation 17 facilities that meet a strategic and essential state interest 18 and that limited resources available for the implementation of 19 statewide and interregional transportation priorities be 20 focused on that system. 21 Section 42. Section 339.62, Florida Statutes, is 22 created to read: 23 339.62 System components.--The Strategic Intermodal 24 System shall consist of appropriate components of: 25 (1) The Florida Intrastate Highway System established 26 under to s. 338.001. 27 (2) The National Highway System. 28 (3) Airport, seaport, and spaceport facilities. 29 (4) Rail lines and rail facilities. 30 (5) Selected intermodal facilities; passenger and 31 freight terminals; and appropriate components of the State 2 4:02 PM 04/29/03 s2658.tr16.3a
SENATE AMENDMENT Bill No. CS for CS for SB 2658 Amendment No. ___ Barcode 924872 1 Highway System, county road system, city street system, inland 2 waterways, and local public transit systems that serve as 3 existing or planned connectors between the components listed 4 in subsections (1)-(4). 5 (6) Existing or planned corridors that serve a 6 statewide or interregional purpose. 7 Section 43. Section 339.63, Florida Statutes, is 8 created to read: 9 339.63 System facilities designated; additions and 10 deletions.-- 11 (1) The initial Strategic Intermodal System shall 12 include all facilities that meet the criteria recommended by 13 the Strategic Intermodal Steering Committee in a report titled 14 "Steering Committee Final Report: Recommendations for 15 Designating Florida's Strategic Intermodal System" dated 16 December 2002. 17 (2) Subsequent to the initial designation of the 18 Strategic Intermodal System pursuant to subsection (1), the 19 Secretary of Transportation shall periodically add facilities 20 to or delete facilities from the Strategic Intermodal System 21 based upon adopted criteria. 22 Section 44. Section 339.64, Florida Statutes, is 23 created to read: 24 339.64 Strategic Intermodal System Plan.-- 25 (1) The department shall develop, in cooperation with 26 metropolitan planning organizations, regional planning 27 councils, local governments, the Statewide Intermodal 28 Transportation Advisory Council and other transportation 29 providers, a Strategic Intermodal System Plan. The plan shall 30 be consistent with the Florida Transportation Plan developed 31 pursuant to s. 339.155 and shall be updated at least once 3 4:02 PM 04/29/03 s2658.tr16.3a
SENATE AMENDMENT Bill No. CS for CS for SB 2658 Amendment No. ___ Barcode 924872 1 every 5 years, subsequent to updates of the Florida 2 Transportation Plan. 3 (2) In association with the development of the initial 4 Strategic Intermodal System Plan and other transportation 5 plans, the Florida Transportation Commission, shall conduct an 6 assessment of the need for an improved philosophical approach 7 to regional and intermodal input in the planning for and 8 governing of the Strategic Intermodal System and other 9 transportation systems. The Florida Transportation Commission 10 shall coordinate with the department, the Statewide Intermodal 11 Transportation Advisory Council, and other appropriate 12 entities when developing this assessment. The Florida 13 Transportation Commission shall deliver a report to the 14 Governor and Legislature by December 15, 2003, with 15 recommendations as necessary to fully implement the Strategic 16 Intermodal System. 17 (3) During the development of the Strategic Intermodal 18 System Plan and the development of all subsequent updates, the 19 department shall provide metropolitan planning organizations, 20 regional planning councils, local governments, transportation 21 providers, affected public agencies, and citizens with an 22 opportunity to participate in and comment on the development 23 of the proposed plan or update. 24 (4) The Strategic Intermodal System Plan shall include 25 the following: 26 (a) A needs assessment. 27 (b) A project prioritization process. 28 (c) A map of facilities designated as Strategic 29 Intermodal System facilities and facilities that are emerging 30 in importance that are likely to become part of the system in 31 the future. 4 4:02 PM 04/29/03 s2658.tr16.3a
SENATE AMENDMENT Bill No. CS for CS for SB 2658 Amendment No. ___ Barcode 924872 1 (d) A finance plan based on reasonable projections of 2 anticipated revenues, including both 10-year and 20-year 3 cost-feasible components. 4 (5) STATEWIDE INTERMODAL TRANSPORTATION ADVISORY 5 COUNCIL.-- 6 (a) The Statewide Intermodal Transportation Advisory 7 Council is created to advise and make recommendations to the 8 Legislature and the department on policies, planning, and 9 funding of intermodal transportation projects. The council's 10 responsibilities shall include: 11 1. Advising the department on the policies, planning, 12 and implementation of strategies related to intermodal 13 transportation. 14 2. Providing advice and recommendations to the 15 Legislature on funding for projects to move goods and people 16 in the most efficient and effective manner for the State of 17 Florida. 18 (b) MEMBERSHIP.--Members of the Statewide Intermodal 19 Transportation Advisory Council shall consist of the 20 following: 21 1. Five intermodal industry representatives selected 22 by the Governor as follows: 23 a. One representative from an airport involved in the 24 movement of freight and people from their airport facility to 25 another transportation mode. 26 b. One individual representing a fixed-route, 27 local-government transit system. 28 c. One representative from an intercity bus company 29 providing regularly scheduled bus travel as determined by 30 federal regulations. 31 d. Three intermodal industry representatives selected 4 by the President of the Senate as follows: 5 a. One representative from major-line railroads. 6 b. One representative from seaports listed in s. 7 311.09(1) from the Atlantic Coast. 8 c. One representative from an airport involved in the 9 movement of freight and people from their airport facility to 10 another transportation mode. 11 3. Three intermodal industry representatives selected 12 by the Speaker of the House of Representatives as follows: 13 a. One representative from short-line railroads. 14 b. One representative from seaports listed in s. 15 311.09(1) from the Gulf Coast. 16 c. One representative from intermodal trucking 17 companies. In no event may this representative be employed by 18 the same company that employs the intermodal trucking company 19 representative selected by the President of the Senate. 20 (c) Initial appointments to the council must be made 21 no later than 30 days after the effective date of this 22 section. 23 1. The initial appointments made by the President of 24 the Senate and the Speaker of the House of Representatives 25 shall serve terms concurrent with those of the respective 26 appointing officer. Beginning January 15, 2005, and for all 27 subsequent appointments, council members appointed by the 28 President of the Senate and the Speaker of the House of 29 Representatives shall serve 2-year terms, concurrent with the 30 term of the respective appointing officer. 31 2. Vacancies on the council shall be filled in the 3 same manner as the initial appointments. 4 (d) Each member of the council shall be allowed one 5 vote. The council shall select a Chair from among its 6 membership. Meetings shall be held at the call of the Chair, 7 but not less frequently than quarterly. The members of the 8 council shall be reimbursed for per diem and travel expenses 9 as provided in s. 112.061. 10 (e) The department shall provide administrative staff 11 support and shall ensure that council meetings are 12 electronically recorded. Such recordings and all documents 13 received, prepared for, or used by the council in conducting 14 its business shall be preserved pursuant to chapters 119 and 15 257. 16 Section 45. Section 341.0532, Florida Statutes, is 17 created to read: 18 341.0532 Statewide Transportation Corridors.-- 19 (1) A "Statewide transportation corridor" is defined 20 as a system of transportation infrastructure that collectively 21 provides for the efficient movement of significant volumes of 22 intrastate, interstate, and international commerce by 23 seamlessly linking multiple modes of transport. 24 (2) Florida's statewide transportation corridors are: 25 (a) The Atlantic Coast Corridor, from Jacksonville to 26 Miami, including Interstate 95. 27 (b) The Gulf Coast Corridor, from Pensacola to St. 28 Petersburg and to Tampa including U.S. Route 98 and U.S. Route 29 19/State Road 27. 30 (c) The Central Florida/North-South Corridor, from the 31 Florida-Georgia border to Naples and Fort Lauderdale/Miami, 7 4:02 PM 04/29/03 s2658.tr16.3a
SENATE AMENDMENT Bill No. CS for CS for SB 2658 Amendment No. ___ Barcode 924872 1 including Interstate 75. 2 (d) The Central Florida/East-West Corridor from St. 3 Petersburg to Tampa and to Titusville, including Interstate 4 4 and the Beeline Expressway. 5 (e) The North Florida Corridor, from Pensacola to 6 Jacksonville, including Interstate 10, and U.S. Route 231, 7 State Road 77 and State Road 79 from the Florida-Alabama 8 border to Panama City. 9 (f) The Jacksonville to Tampa Corridor, including U.S. 10 Route 301. 11 (g) The Jacksonville to Orlando Corridor, including 12 U.S. 17. 13 (h) The Southeastern Everglades Corridor, linking 14 Wildwood, Winter Garden, Orlando, and West Palm Beach via the 15 Florida Turnpike.
