2 A concurrent resolution renumbering current
3 Joint Rule 8 and creating a new Joint Rule 8 of
4 the Joint Rules of the Legislature relating to
5 review of exemptions from sales and use tax and
6 exclusions of sales of services from such
7 taxation.

9 Be It Resolved by the Senate of the State of Florida, the
10 House of Representatives Concurring:

12 That current Joint Rule 8 of the Joint Rules of the
13 Legislature is renumbered as Joint Rule 9 and a new Joint Rule
14 8 is created to read:

17 SALES AND USE TAX REVIEW; EXEMPTIONS AND EXCLUSIONS

19 8.1--Review of Sales and Use Tax Exemptions and
20 Exclusions
21 Every 5 years beginning in 2005, each house of the
22 Legislature shall review the retention, modification, or
23 repeal of exemptions to the sales and use tax and all
24 exclusions of sales of services from such taxation. Each house
25 of the Legislature must introduce committee bills presenting
26 for retention, modification, or repeal all sales and use tax
27 exemptions and may introduce committee bills imposing tax on
28 sales of services. Each bill so introduced must be submitted
29 to a vote of the members of each house of the Legislature
30 during the session in which introduced. Each committee
31 reviewing sales and use tax exemptions and exclusions of sales

1 of services from such taxation may hold meetings to consider
2 bills proposed by the committee under this rule. Not less than
3 7 days prior to a meeting of a committee to consider its
4 proposed bills, a notice of the meeting, stating the proposed
5 bills to be considered and the date, time, and place of the
6 meeting, shall be filed with the Secretary of the Senate for
7 bills proposed in the Senate and with the Clerk of the House
8 of Representatives for bills proposed in the House. The
9 Secretary or the Clerk shall distribute notice to the
10 Legislature and the public, consistent with the rules and
11 policies of the respective house.

14 CONTINUING EXISTENCE OF JOINT RULES

16 9.1 8.1--Continuing Existence of Joint Rules
17 All joint rules adopted by concurrent resolution, and
18 amendments thereto, shall continue in effect from session to
19 session or Legislature to Legislature until repealed by
20 concurrent resolution.
