2 An act relating to student discipline and
3 school safety; amending s. 1006.07, F.S.;
4 revising guidelines governing district school
5 board duties relating to emergency management
6 and emergency preparedness; providing an
7 effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Subsection (4) of section 1006.07, Florida
12 Statutes, is amended to read:
13 1006.07 District school board duties relating to
14 student discipline and school safety.--The district school
15 board shall provide for the proper accounting for all
16 students, for the attendance and control of students at
17 school, and for proper attention to health, safety, and other
18 matters relating to the welfare of students, including:
19 (4) EMERGENCY DRILLS; EMERGENCY PROCEDURES.--
20 (a) Formulate and prescribe policies and procedures
21 for emergency preparation and drill activities drills and for
22 emergency response and management, including incidents or
23 events resulting from violence, technological malfunction or
24 human error, and natural disaster actual emergencies,
25 including, but not limited to, fires, natural disasters, and
26 bomb threats, for all the public schools of the district which
27 comprise grades K-12. District school board policies must
28 shall include commonly used alarm system responses for
29 specific types of emergencies and verification by each school
30 that drills have been provided as required by law and fire
31 protection codes.

1 (b) The district school board shall establish model
2 emergency management and emergency preparedness procedures for
3 the following life-threatening emergencies:
4 1. Manmade emergencies, including fires, bomb threats,
5 and weapon-use and hostage situations.
6 2. Technological emergencies, including radiological,
7 hazardous materials, or toxic chemical releases spills.
8 3. Weather emergencies, including hurricanes,
9 tornadoes, and severe storms.
10 4. Exposure as a result of a manmade emergency.
11 Section 2. This act shall take effect July 1, 2003.
