1 A bill to be entitled
2 An act relating to student discipline and
3 school safety; amending s. 1006.07, F.S.;
4 revising guidelines governing district school
5 board duties relating to emergency management
6 and emergency preparedness; providing
7 requirements for the number and type of
8 emergency drills that each school must conduct;
9 providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:
12
13 Section 1. Subsection (4) of section 1006.07, Florida
14 Statutes, is amended to read:
15 1006.07 District school board duties relating to
16 student discipline and school safety.--The district school
17 board shall provide for the proper accounting for all
18 students, for the attendance and control of students at
19 school, and for proper attention to health, safety, and other
20 matters relating to the welfare of students, including:
21 (4) EMERGENCY DRILLS; EMERGENCY PROCEDURES.--
22 (a) Formulate and prescribe policies and procedures
23 for emergency preparation and drill activities drills and for
24 emergency response and management, including incidents or
25 events resulting from violence, technological malfunction or
26 human error, and natural disaster actual emergencies,
27 including, but not limited to, fires, natural disasters, and
28 bomb threats, for all the public schools of the district which
29 comprise grades K-12. District school board policies must
30 shall include commonly used alarm system responses for
31 specific types of emergencies and verification by each school

1 that drills have been provided as required by law and fire
2 protection codes. Each school shall conduct and document at
3 least 10 emergency drills per school year, at least five of
4 which must be emergency egress drills, at least one of which
5 must be an accidental or intentional hazardous material
6 release drill, and at least two of which must be tornado
7 drills. The focus of the two remaining emergency drills shall
8 be at the discretion of each school.
9 (b) The district school board shall establish model
10 emergency management and emergency preparedness procedures for
11 the following life-threatening emergencies:
12 1. Manmade emergencies, including fires, bomb threats,
13 and weapon-use and hostage situations.
14 2. Technological emergencies, including radiological,
15 hazardous materials, or toxic chemical releases spills.
16 3. Weather emergencies, including hurricanes,
17 tornadoes, and severe storms.
18 4. Exposure as a result of a manmade emergency.
19 Section 2. This act shall take effect July 1, 2003.
