16 insert:
17 Section 62. (1) A commission is created within the
18 Department of Health to conduct a study of anesthesiologist
19 assistants. The commission shall consist of five members,
20 including: one member designated by the Florida Association of
21 Nurse Anesthetists; one member designated by the Florida
22 Society of Anesthesiologists; one member designated by the
23 Florida Nurses Association; one member designated by the
24 American Academy of Anesthesiologists Assistants who is an
25 anesthesiologist assistant currently licensed and practicing
26 in the State of Florida; and the Secretary of Health or his or
27 her designee, who shall chair the commission. The Department
28 of Health shall provide meeting facilities and staff support
29 for the commission.
30 (2) The commission shall review all available
31 information on the following issues:

1 (a) The current laws and rules governing the practice
2 of anesthesiologist assistants in Florida and in other states
3 that provide for the licensure of anesthesiologist assistants;
4 (b) The undergraduate and graduate education of
5 anesthesiologist assistants as compared to the undergraduate
6 and graduate education of certified registered nurse
7 anesthetists;
8 (c) The prerequisites for admission to an
9 anesthesiologist assistant program as compared with the
10 prerequisites for admission to a nurse anesthesia program,
11 including the health care training and experience required for
12 admission to both types of programs;
13 (d) Scientific studies concerning the safety,
14 outcomes, and quality of anesthesia care provided by
15 anesthesiologist assistants;
16 (e) Scientific studies concerning the safety,
17 outcomes, and quality of anesthesia care provided by certified
18 registered nurse anesthetists;
19 (f) Whether, based on the current and projected future
20 demand for anesthesia providers in Florida over the next 10
21 years and the current and projected number of graduates from
22 Florida anesthesiology residency programs and nurse anesthesia
23 educational programs in Florida over the same period, there is
24 or will be an unmet need for anesthesia providers in Florida;
25 (g) The current and projected number of graduates from
26 anesthesiologist assistant training programs over the next 10
27 years;
28 (h) Whether licensure of anesthesiologist assistants
29 in Florida will have an impact on the shortage of registered
30 nurses in Florida; and
31 (i) Whether licensure of anesthesiologist assistants

1 in Florida will affect the quality of anesthesia care provided
2 to patients in Florida.
3 (3) The commission shall meet in person at least once
4 and, based on its review of the issues listed in subsection
5 (2), shall submit a written report to the President of the
6 Senate and the Speaker of the House of Representatives on or
7 before February 1, 2004. The report must include written
8 findings and may include a recommendation for future
9 legislative action. Members of the commission shall not
10 receive compensation for their services but shall be entitled
11 to reimbursement for expenses in accordance with section
12 112.061, Florida Statutes.
13 (4) This section shall expire effective February 15,
14 2004.
