12  amendment (603784):

14         Senate Amendment (with title amendment) 
15         On page 46, between lines 24 and 25,
16  
17  insert:  
18         Section 94.  Section 409.820, Florida Statutes, is
19  amended to read:
20         409.820  Provider quality assurance and access
21  standards.--
22         (1)  The Deputy Secretary for Children's Medical
23  Services of the Department of Health, in coordination with
24  Except for Medicaid, the Department of Health, in consultation
25  with the agency and the Florida Healthy Kids Corporation,
26  shall develop a minimum set of provider quality assurance and
27  access standards for all program components. Provider
28  standards apply to primary and specialty care providers as
29  well as facilities. The standards must include a process for
30  granting exceptions, to be approved by the Deputy Secretary
31  for Children's Medical Services, to specific requirements for

 1  quality assurance and access. Compliance with the standards
 2  shall be a condition of program participation by health
 3  benefits coverage providers.  These standards shall comply
 4  with the provisions of this chapter and chapter 641 and Title
 5  XXI of the Social Security Act.
 6         (2)  The agency shall contract only with those managed
 7  care plans and providers meeting the standards developed under
 8  this section.  The agency shall work with the Department of
 9  Health to develop and implement quality assurance monitoring
10  of plans and providers with regard to such standards,
11  including peer review, review of capacity, and credentialing
12  of providers.
