14         On page 19, line 21,

16  insert:  
17         4.  In counties where there are state-owned lands, a
18  payment in lieu of taxes is authorized which offsets the loss
19  of property tax revenue, in an amount up to 5 percent of the
20  taxes otherwise due on the assessed value of improved state
21  property, as determined by the Department of Revenue,
22  excluding military reservations, forests, parks, recreational
23  areas, colleges, universities, and hospitals. Pending future
24  appropriations, payments shall begin in the 2004-2005 fiscal
25  year at the rate of 1 percent of the taxes otherwise due on
26  the assessed value of improved state property. The rate shall
27  increase each year by 1 percent until the rate of 5 percent of
28  the taxes due on the assessed value of improved state property
29  is attained. Thereafter, the rate shall remain at 5 percent.
