2 An act relating to military student education;
3 directing the Department of Education to assist
4 in the transition of dependents of military
5 personnel into the public school system;
6 requiring a report; providing an effective
7 date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. (1) The Legislature finds that school-aged
12 dependents of military personnel, otherwise known as military
13 students, are faced with numerous transitions during their
14 formative years and that moves during the high school years
15 provide special challenges to learning and future achievement.
16 Recognizing the challenges faced by military students and the
17 importance of military families to our community and economy,
18 the Department of Education shall assist the transition of
19 these students by improving the timely transfer of records,
20 developing systems to ease student transition during the first
21 2 weeks of enrollment, promoting practices which foster access
22 to extracurricular programs, establishing procedures to lessen
23 the adverse impact of moves from the end of the junior year as
24 well as before and during the senior year, encouraging or
25 continuing partnerships between the military base and the
26 school system, providing services for transitioning students
27 when applying to and finding funding for post secondary study,
28 and providing other assistance as identified by department,
29 school, and military personnel.
30 (2) The Department of Education shall identify its
31 efforts and strategies for assisting military-connected

1 students in transitioning to the Florida school system,
2 including the identification of acceptable equivalence for
3 curriculum and graduation requirements, and report its
4 findings to the Governor, the President of the Senate, and the
5 Speaker of the House of Representatives by October 1, 2003.
6 Section 2. This act shall take effect upon becoming a
7 law.
