  1                    Senate Resolution No. ____

  2         A resolution honoring Mr. Jack Shreve for his

  3         25 years of service as Florida's Public

  4         Counsel.

  5  

  6         WHEREAS, Mr. Jack Shreve has served the State of

  7  Florida for over a quarter of a century as Public Counsel from

  8  April 1978 through June 2003, representing the citizens of

  9  this state with unfailing dedication and integrity while

10  advocating on their behalf in utility-related and hospital

11  cost containment matters before the Florida Public Service

12  Commission, the Agency for Health Care Administration, circuit

13  courts, district courts of appeal, the Florida Supreme Court,

14  and the United States Congress, and

15         WHEREAS, Mr. Shreve, a native of Chipley, Florida,

16  earned a bachelor degree in business administration and a law

17  degree from the University of Florida where he was president

18  of Florida Blue Key and has been inducted into the University

19  Hall of Fame, and

20         WHEREAS, Mr. Shreve served as an aviator in the United

21  States Navy, flying jets, props, and helicopters, and

22         WHEREAS, Mr. Shreve has held the positions of General

23  Counsel to the Florida Department of State, Assistant State

24  Attorney, Assistant Brevard County Prosecutor, and City

25  Attorney for the City of Cocoa, and

26         WHEREAS, Mr. Shreve distinguished himself as a member

27  of the Florida House of Representatives from 1970 to 1974

28  where he was instrumental in developing and passing

29  substantial revisions to the criminal code and progressive

30  environmental legislation for which he received numerous

 1  awards recognizing his support of law enforcement and

 2  environmental issues, and

 3         WHEREAS, Mr. Shreve was one of the founding members of

 4  the National Association of State Utility Consumer Advocates,

 5  has served as its President, and has been a member of its

 6  Executive Committee for 25 years, and

 7         WHEREAS, Mr. Shreve's tireless efforts on behalf of

 8  customers of electric, telephone, natural gas, water, and

 9  wastewater utilities have resulted in approximately $5 billion

10  in rate reductions and $1 billion in refunds to consumers in

11  the State of Florida, and

12         WHEREAS, Mr. Shreve will end his tenure as Public

13  Counsel for the State of Florida upon his retirement on June

14  30, 2003, NOW, THEREFORE,

15  

16  Be It Resolved by the Senate of the State of Florida:

17  

18         That Mr. Jack Shreve is commended for his many

19  achievements and for his faithful commitment, dedication, and

20  service to the people of Florida and for his unwavering

21  advocacy on their behalf.

22         BE IT FURTHER RESOLVED that a copy of this resolution,

23  with the Seal of the Senate affixed, be presented to Mr. Jack

24  Shreve as a tangible token of the high esteem of the Florida

25  Senate.
