14          Amendment (with directory and title amendments)
15          Remove everything after the resolving clause, and insert:
16          That the following amendment to Section 4 of Article VI of
17    the State Constitution is agreed to and shall be submitted to
18    the electors of this state for approval or rejection at the
19    general election to be held in November 2004, or at an earlier
20    special election specifically authorized by law for that
21    purpose:
22 ARTICLE VI
23 SUFFRAGE AND ELECTIONS
24          SECTION 4. Disqualifications.--
25          (a) No person convicted of a felony, or adjudicated in
26    this or any other state to be mentally incompetent, shall be
27    qualified to vote orhold office until restoration of civil
28    rights or removal of disability. No person convicted of a felony
29    shall be qualified to vote until the person’s right to register
30    or vote has been restored, as provided by law. No person
31    adjudicated in this or any other state to be mentally
32    incompetent shall be qualified to vote or hold office until
33    removal of disability.
34          (b) No person may appear on the ballot for re-election to
35    any of the following offices:
36          (1) Florida representative,
37          (2) Florida senator,
38          (3) Florida Lieutenant governor,
39          (4) any office of the Florida cabinet,
40          (5) U.S. Representative from Florida, or
41          (6) U.S. Senator from Florida
42         
43          if, by the end of the current term of office, the person will
44    have served (or, but for resignation, would have served) in that
45    office for eight consecutive years.

47          BE IT FURTHER RESOLVED that the title and substance of the
48    amendment proposed herein shall appear on the ballot as follows:
49 QUALIFICATIONS OF FELONS TO VOTE
50          Proposes an amendment to the State Constitution to
51    authorize the Legislature to provide the conditions under which
52    a convicted felon’s right to register or vote may be restored by
53    statute.

58          A joint resolution proposing an amendment to Section 4 of
59    Article VI of the State Constitution, relating to suffrage
60    and elections, authorizing the Legislature to provide the
61    conditions under which a convicted felon’s right to
62    register and vote may be restored.
