The Committee on Transportation recommends the following: |

Remove the entire joint resolution and insert: |

A joint resolution proposing the repeal of Section 19 of |

|
Article X of the State Constitution, which section |
13
|
requires the development and operation of a high speed |
14
|
ground transportation system. |

|

|
WHEREAS, in adding Section 19 to Article X of the State |
17
|
Constitution, the electors demonstrated their concerns with |
18
|
traffic congestion and their intent that this state adopt the |
19
|
goal of reducing congestion, and |
20
|
WHEREAS, traffic delays are of concern statewide, but |
21
|
actual transportation problems are local in scope, and |
22
|
WHEREAS, the Legislature recognizes that reducing time |
23
|
spent on the road is a critical element in improving the quality |
24
|
of life for Floridians and visitors alike, and |
25
|
WHEREAS, the Legislature further recognizes that solutions |
26
|
to individual problems are best addressed at the local level and |
27
|
with the goal of attaining long-term solutions, and |
28
|
WHEREAS, the Legislature has determined that these |
29
|
solutions, as well as their funding, more appropriately should |
30
|
be addressed by local jurisdictions and leaders without |
31
|
burdening the state with responsibility for the extensive costs |
32
|
of a high speed ground transportation system that fails to |
33
|
adequately address Florida’s real transportation needs, NOW, |
34
|
THEREFORE, |

Be It Resolved by the Legislature of the State of Florida: |

|

|
That the repeal of Section 19 of Article X of the State |
39
|
Constitution is agreed to and shall be submitted to the electors |
40
|
of Florida for approval or rejection at the general election to |
41
|
be held in November 2004. |

|
BE IT FURTHER RESOLVED that the title and substance of the |
43
|
amendment proposed herein shall appear on the ballot as follows: |

REMOVAL OF REQUIREMENT FOR A HIGH SPEED GROUND TRANSPORTATION |

|
SYSTEM FROM THE STATE CONSTITUTION |

|
Proposes the repeal of Section 19 of Article X of the State |
47
|
Constitution to eliminate the constitutional requirement that |
48
|
the state provide for the development and operation of a high |
49
|
speed ground transportation system. |
