13         Senate Amendment (with title amendment) 
14         Delete everything after the enacting clause

16  and insert:  
17         Section 1.  Paragraphs (mm) and (nn) are added to
18  subsection (4) of section 320.08056, Florida Statutes, to
19  read:
20         320.08056  Specialty license plates.--
21         (4)  The following license plate annual use fees shall
22  be collected for the appropriate specialty license plates:
23         (mm)  Child Abuse Prevention and Intervention license
24  plate, $25.
25         (nn)  Family First license plate, $25.
26         Section 2.  Subsections (39) and (40) are added to
27  section 320.08058, Florida Statutes, to read:
28         320.08058  Specialty license plates.--

The word "Florida" must appear at the top of the 3 plate, and the words "Stop Child Abuse" must appear at the 4 bottom of the plate. 5 (b) The annual use fees shall be distributed to the 6 Children's Home Society of Florida and the Florida Network of 7 Children's Advocacy Centers as follows: The first $90,000 in 8 annual use fees shall be equally divided between the two 9 organizations, to be used to pay start-up costs, including 10 costs incurred in developing and issuing the plates. 11 Thereafter, 50 percent of the proceeds shall be distributed to 12 the Children's Home Society of Florida, which must distribute 13 the funds proportionately to each of its divisions, to be used 14 for child abuse prevention programs. The other 50 percent of 15 the proceeds shall be distributed to the board of directors 16 of the Florida Network of Children's Advocacy Centers, Inc., 17 who shall develop funding criteria and an allocation 18 methodology that ensures an equitable distribution of those 19 funds among network participant centers that meet the 20 standards set forth in s. 39.3035. The criteria and 21 methodologies shall take into account factors that include, 22 but need not be limited to, the center's accreditation status 23 with respect to the National Children's Alliance, the number 24 of clients served, and the population of the area being served 25 by the children's advocacy center. 26 (40) FAMILY FIRST LICENSE PLATES.-- 27 (a) The department shall develop a Family First 28 license plate as provided in this section. SENATE AMENDMENT Bill No. CS for CS for CS for SB 310 Amendment No. ___ Barcode 731738 1 First to fund programs, projects, seminars, events, and family 2 resources that promote principles for building marriages, 3 guiding parents and single parents, and raising children. 4 Family First shall retain all revenues from the sale of the 5 plate until all startup costs for developing and establishing 6 the plate have been recovered. Up to 5 percent of the funds 7 received by Family First may be expended for administrative 8 costs directly associated with the operations of Family First. 9 Up to 20 percent of the funds received by Family First may be 10 expended for promotion and marketing of the license plate. 11 Family First may expend all remaining funds for programs. 12 Section 3.
