2 An act relating to license plates; amending ss.
3 320.08056, 320.08058, F.S.; creating a Child
4 Abuse Prevention and Intervention license
5 plate; providing for the distribution of annual
6 use fees received from the sale of such plates;
7 providing a contingent effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (mm) is added to subsection (4)
12 of section 320.08056, Florida Statutes, to read:
13 320.08056 Specialty license plates.--
14 (4) The following license plate annual use fees shall
15 be collected for the appropriate specialty license plates:
16 (mm) Child Abuse Prevention and Intervention license
17 plate, $25.
18 Section 2. Subsection (39) is added to section
19 320.08058, Florida Statutes, to read:
20 320.08058 Specialty license plates.--
21 (39) CHILD ABUSE PREVENTION AND INTERVENTION LICENSE
22 PLATES.--
23 (a) The department shall develop a Child Abuse
24 Prevention and Intervention license plate as provided in this
25 section. The word "Florida" must appear at the top of the
26 plate, and the words "Stop Child Abuse" must appear at the
27 bottom of the plate.
28 (b) The annual use fees shall be distributed to the
29 Children's Home Society and the Florida Network of Child
30 Advocacy Centers as follows: The first $90,000 in annual use
31 fees shall be equally divided between the two organizations,

1 to be used to pay start-up costs, including costs incurred in
2 developing and issuing the plates. Thereafter, 50 percent of
3 the proceeds shall be distributed to the Children's Home
4 Society of Florida, which must distribute the funds
5 proportionately to each of its divisions, to be used for child
6 abuse prevention programs. The other 50 percent of the
7 proceeds shall be distributed proportionately among the
8 members of the Florida Network of Child Advocacy Centers to
9 fund child abuse intervention programs.
10 Section 3. This act shall take effect July 1, 2003,
11 but it shall not take effect unless it is enacted by at least
12 a three-fifths vote of the membership of each house of the
13 Legislature.
