11  Senator Smith moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 1, between lines 30 and 31,
15  
16  insert:  
17         Section 2.  Paragraph (d) is added to subsection (2) of
18  section 985.01, Florida Statutes, to read:
19         985.01  Purposes and intent; personnel standards and
20  screening.--
21         (2)  The Department of Juvenile Justice or the
22  Department of Children and Family Services, as appropriate,
23  may contract with the Federal Government, other state
24  departments and agencies, county and municipal governments and
25  agencies, public and private agencies, and private individuals
26  and corporations in carrying out the purposes of, and the
27  responsibilities established in, this chapter.
28         (d)  The Department of Juvenile Justice is not
29  authorized to adopt any rule renaming any juvenile justice
30  program or facility, nor require, by contract or by any other
31  means, any provider of juvenile justice programs to rename an

 2  shall apply retroactively.

15         providing for retroactive application;
