15	Between lines 55 and 56, insert:
16	(4) This section shall cease to apply to any political
17	subdivision if it is determined by an agency or officer of the
18	agency responsible for distributing federal funds to the state
19	or any political subdivision that compliance with this section
20	will prevent receipt or will cause denial of federal funds or
21	would otherwise be inconsistent with the federal requirements
22	pertaining to such funds.
