1 A bill to be entitled
2 An act relating to motor vehicle liability
3 insurance; requiring that persons convicted of
4 certain offenses of driving under the influence
5 maintain a noncancelable motor vehicle
6 liability policy for a specified period
7 following license reinstatement; requiring
8 periodic proof of financial responsibility and
9 renewal of vehicle registration; requiring that
10 the Department of Highway Safety and Motor
11 Vehicles issue a vehicle registration
12 certificate and validation sticker displaying
13 the date of expiration; providing an effective
14 date.

16 Be It Enacted by the Legislature of the State of Florida:

18 Section 1. Noncancelable motor vehicle liability
19 policy required following certain DUI offenses.--
20 (1) If a person's motor vehicle license is suspended
21 or revoked due to any violation of section 316.193, Florida
22 Statutes, that person must maintain proof of financial
23 responsibility as provided in this section for each motor
24 vehicle registered in his or her name for 3 years following
25 license reinstatement. During the 3-year period, the person
26 may not register a motor vehicle unless he or she maintains a
27 noncancelable motor vehicle liability policy of at least 3
28 months' duration which insures the operator against loss from
29 liability for bodily injury, death, and property damage
30 arising out of the ownership, maintenance, or use of the motor
31 vehicle in an amount not less than the limits described in

1 section 324.021(7), Florida Statutes, and which conforms to
2 the requirements of section 324.151, Florida Statutes. The
3 vehicle registration is subject to renewal every 3 months.
4 (2) Notwithstanding section 320.055, Florida Statutes,
5 upon reinstatement of the person's license and proof of
6 financial responsibility as provided in subsection (1), the
7 Department of Highway Safety and Motor Vehicles shall issue a
8 vehicle registration certificate that is valid for 3 months
9 and shall issue a validation sticker that displays an
10 expiration date of 3 months after the date of issuance.
11 Section 2. This act shall take effect July 1, 2003.

14 SENATE SUMMARY
15 Prohibits a person whose license has been suspended or
revoked for certain DUI offenses from registering a motor
16 vehicle unless that person maintains a noncancelable
motor vehicle liability policy. Requires that such policy
17 be maintained for 3 years following license
reinstatement. Requires the Department of Highway Safety
18 and Motor Vehicles to renew the person's vehicle
registration and validation sticker every 3 months during
19 that 3-year period if the person presents proof of
maintaining the noncancelable liability policy.
