  2         An act relating to funding for K-12 programs;

  3         amending s. 1011.62, F.S.; providing the

  4         district cost differential to be used for the

  5         2003-2004 fiscal year; providing an effective

  6         date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9  

10         Section 1.  Subsection (2) of section 1011.62, Florida

11  Statutes, is amended to read:

12         1011.62  Funds for operation of schools.--If the annual

13  allocation from the Florida Education Finance Program to each

14  district for operation of schools is not determined in the

15  annual appropriations act or the substantive bill implementing

16  the annual appropriations act, it shall be determined as

17  follows:

18         (2)  DETERMINATION OF DISTRICT COST DIFFERENTIALS.--

19         (a)  The Commissioner of Education shall annually

20  compute for each district the current year's district cost

21  differential. The district cost differential shall be

22  calculated by adding each district's price level index as

23  published in the Florida Price Level Index for the most recent

24  3 years and dividing the resulting sum by 3. The result for

25  each district shall be multiplied by 0.008 and to the

26  resulting product shall be added 0.200; the sum thus obtained

27  shall be the cost differential for that district for that

28  year.

29         (b)  For the 2003-2004 fiscal year only, the district

30  cost differential shall be the same as the district cost

 1  differential used for the 2002-2003 General Appropriations

 2  Act. This paragraph expires July 1, 2004.

 3         Section 2.  This act shall take effect July 1, 2003.

 5          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
 6                         Senate Bill 366

 7                                 

 8  The Committee Substitute provides that for FY 2003-2004 only,
    the district cost differential (DCD) as provided in s. 1011.62
 9  (2), F.S., shall be the same as the district  cost
    differential used in the 2002-2003 General Appropriations Act
10  and makes corresponding title changes.
