7    the following:

11 A bill to be entitled
12          An act relating to the City of Jacksonville; amending
13    chapter 92-341, Laws of Florida, as amended; clarifying
14    exemptions provided in the Charter of the City of
15    Jacksonville to the civil service status of designated
16    positions; providing an effective date.
17         
18          WHEREAS, the City of Jacksonville has determined that it is
19    in its best interest to consolidate its housing programs within
20    a new housing commission, and
21          WHEREAS, the city has determined that it is in its best
22    interest to provide for appointed employees for the new
23    agencies, while ensuring that present employees retain the right
24    to revert to their civil service positions, and
25          WHEREAS, the city and the property appraiser wish to codify
26    the status of appointed employees in that office and to confirm
27    reversion rights for said employees, NOW, THEREFORE,
28         
29          Be It Enacted by the Legislature of the State of Florida:
30         
31          Section 1. Subsections (gg) and (hh) are added to section
32    17.06 of the Charter of the City of Jacksonville, as created by
33    chapter 92-341, Laws of Florida, as amended, to read:
34 ARTICLE 17. CIVIL SERVICE
35          Section 17.06 Applicability of civil service system to
36    employees of consolidated government.--The civil service
37    provisions of this charter shall be applicable to all employees
38    of the consolidated government except:
39          (gg) All persons employed by the Housing and Community
40    Development Commission (HCDC) and the Housing and Community
41    Development Finance Commission (HCDFC), except those employees
42    of organizations who were transferred into the HCDC or the HCDFC
43    on July 1, 2003, as a result of the creation of the HCDC and the
44    HCDFC pursuant to the City Ordinance Code and who elected to
45    retain civil service status.
46          (hh) All persons employed in the Office of the Property
47    Appraiser, except those employees who elected to retain civil
48    service status prior to January 1, 2000.

50          Any person in the classified civil service who is appointed to a
51    position exempted from the civil service system by this section
52    shall be entitled to return to the same or a comparable civil
53    service classification, with the same rights and status as held
54    immediately prior to such appointment. Compensation for an
55    employee returning to a civil service classification under this
56    provision will be based upon the rate that he or she would have
57    been receiving had the appointment not been made. This paragraph
58    shall not apply to employees exempted from civil service
59    provisions by subsections (a), (c), (e), (f), (i), or (q).
60          Section 2. This act shall take effect upon becoming a law.
