11          An act relating to libraries; creating s. 257.193, F.S.;
12    establishing the Community Libraries in Caring Program to
13    assist libraries in certain rural communities; providing
14    for administration by the Division of Library and
15    Information Services within the Department of State;
16    providing for rulemaking; providing an effective date.

18          Be It Enacted by the Legislature of the State of Florida:
19         
20          Section 1. Section 257.193, Florida Statutes, is created
21    to read:
22          257.193 Community Libraries in Caring program.--
23          (1) There is created within the Department of State a
24    Community Libraries in Caring program.
25          (2) The purpose of the Community Libraries in Caring
26    program is to assist libraries in rural communities, as defined
27    in s. 288.0656(2)(b) and subject to the provisions of s.
28    288.06561, to strengthen their collections and services, improve
29    literacy in their communities, and improve the economic
30    viability of their communities.
31          (3) A library under this program is encouraged to
32    demonstrate local or other support for its services, including,
33    but not limited to, monetary contributions, in-kind
34    contributions, or other forms of assistance.
35          (4) Subject to legislative appropriation, the Division of
36    Library and Information Services within the Department of State
37    shall administer the program, which shall facilitate the
38    exchange of ideas and services between libraries in rural
39    communities and communities in other parts of the state.
40          (5) The Department of State may adopt rules necessary to
41    administer this section.
42          Section 2. This act shall take effect October 1, 2003.
