15	On line(s) 20, insert:
16	Section 1. Subsection (2) of section 373.116, Florida
17	Statutes, is amended, and subsection (3) is added to said
18	section, to read:
19	373.116 Procedure for water use and impoundment
20	construction permit applications.--
21	(2) Upon receipt of an application for a permit of the
22	type referred to in subsection (1), the governing board shall
23	cause a notice thereof to be published in a newspaper having
24	general circulation within the affected area. In addition, the
25	governing board shall send, by regular or electronicmail, a
26	copy of such notice to any person who has filed a written
27	request for notification of any pending applications affecting
28	this particular designated area. Upon written request,Notice of
29	application for the consumptive use of water shall be sent
30	mailed by regular or electronicmail to the county and
31	appropriate city government from which boundaries the withdrawal
32	is proposed to be made.
33	(3) All permits issued under this section shall include
34	the following language:

36	"This permit does not convey to the
37	permittee any property rights or privileges
38	other than those specified herein or relieve
39	the permittee from complying with any
40	applicable local, state, or federal law,
41	rule, or ordinance."
