2	An act relating to Escambia County; amending chapter 2002-
3	380, Laws of Florida; providing that referendum for
4	approval of creation of the West Florida Regional Library
5	District, an independent special district, and exercise of
6	its powers to levy ad valorem taxes and to issue debt
7	obligations payable from ad valorem taxes shall be
8	permissive rather than mandatory; providing an effective
9	date.

11	Be It Enacted by the Legislature of the State of Florida:

13	Section 1. Section 8 of chapter 2002-380, Laws of Florida,
14	is amended to read:
15	Section 8. Referendum authority to levy ad valorem taxes
16	and to issue debt obligations payable from ad valorem taxes;
17	dissolution of district upon nonapproval.--A referendum of the
18	electors of Escambia County shall be held prior to December 31,
19	2003, to authorize the creation of the West Florida Regional
20	Library District and its power to levy ad valorem taxes on real
21	and tangible personal property within the limitations and for
22	the purposes provided in paragraph (5)(g) of section 3. The
23	Pensacola City Council may shall, by resolution, prepare the
24	referendum ballot language and fix the date of the referendum
25	election, and shall provide for such notices as may be required
26	by the Florida Election Code.
27	Section 2. This act shall take effect only upon its
28	approval by a majority vote of those qualified electors of
29	Escambia County voting in a referendum which may be called by
30	the Pensacola City Council in conjunction with a primary,
31	general, special, or other election in Escambia County prior to
32	December 31, 2003, except that this section shall take effect
33	upon becoming a law.
