1 A bill to be entitled
2          An act relating to the Florida High School Activities
3    Association; repealing s. 1006.20, F.S., relating to the
4    Florida High School Activities Association; amending ss.
5    1002.20 and 1002.42, F.S.; correcting cross references to
6    conform; amending s. 1006.18, F.S.; deleting a specified
7    duty of the association, to conform; requiring the
8    Department of Education to adopt safety standards for
9    cheerleaders; providing an effective date.

11          Be It Enacted by the Legislature of the State of Florida:
12         
13          Section 1. Section 1006.20, Florida Statutes, is repealed.
14          Section 2. Subsection (16) of section 1002.20, Florida
15    Statutes, is amended to read:
16          1002.20 K-12 student and parent rights.--K-12 students and
17    their parents are afforded numerous statutory rights including,
18    but not limited to, the following:
19          (16) ATHLETICS; PUBLIC HIGH SCHOOL.--
20          (a) Eligibility.--Eligibility requirements for all
21    students participating in high school athletic competition must
22    allow a student to be eligible in the school in which he or she
23    first enrolls each school year, or makes himself or herself a
24    candidate for an athletic team by engaging in practice before
25    enrolling, in accordance with the provisions of s.
26    1006.20(2)(a).
27          (b) Medical evaluation.--Students must satisfactorily pass
28    a medical evaluation each year before participating in
29    athletics, unless the parent objects in writing based on
30    religious tenets or practices, in accordance with the provisions
31    of s. 1006.20(2)(d).
32          Section 3. Subsection (8) of section 1002.42, Florida
33    Statutes, is amended to read:
34          1002.42 Private schools.--
35          (8) ATHLETIC COMPETITION.--A private school may
36    participate in athletic competition with a public high school in
37    accordance with the provisions of s. 1006.20(1).
38          Section 4. Section 1006.18, Florida Statutes, is amended
39    to read:
40          1006.18 Cheerleader safety standards.--The Department of
41    EducationFlorida High School Activities Association or
42    successor organizationshall adopt statewide uniform safety
43    standards for student cheerleaders and spirit groups that
44    participate in any school activity or extracurricular student
45    activity. The Department of EducationFlorida High School
46    Activities Association or successor organizationshall adopt the
47    "Official High School Spirit Rules," published by the National
48    Federation of State High School Associations, as the statewide
49    uniform safety standards.
50          Section 5. This act shall take effect July 1, 2003.
