  1                      A bill to be entitled

  2         An act relating to driver's licenses; amending

  3         s. 322.18, F.S.; requiring vision tests for

  4         certain applicants for license renewal;

  5         prohibiting those applicants from renewing by

  6         telephone or electronic means; providing an

  7         effective date.

  8  

  9  Be It Enacted by the Legislature of the State of Florida:

10  

11         Section 1.  Subsection (5) of section 322.18, Florida

12  Statutes, is amended to read:

13         322.18  Original applications, licenses, and renewals;

14  expiration of licenses; delinquent licenses.--

15         (5)  All renewal driver's licenses may be issued after

16  the applicant licensee has been determined to be eligible by

17  the department.

18         (a)  A licensee who is otherwise eligible for renewal

19  and who is over 79 years of age:

20         1.  Must submit to and pass a vision test administered

21  at any driver's license office; or

22         2.  If the licensee applies for an extension by mail as

23  provided in subsection (8), must submit to a vision test

24  administered by a licensed physician, must send the results of

25  that test to the department on a form obtained from the

26  department and signed by the physician, and must meet vision

27  standards that are equivalent to the standards for passing the

28  departmental vision test.

29         (b)  A licensee who is over 79 years of age may not

30  submit an application for extension under subsection (8) by

31  electronic or telephonic means.

 1         Section 2.  This act shall take effect July 1, 2003.

 5    Requires every person who is over the age of 79 years to
      pass a vision test before renewing a driver's license.
 6    Prohibits such persons from renewing their licenses by
      telephone or by electronic means.
